Online Casino License

A license is required to operate games of chance on the Internet aimed at the Dutch market. This license is called: remote gaming license. This permit can be applied for at the Dutch Gaming Authority. The permit can be applied for the following categories:

​

  • Casino games where the player plays against the licensee;

  • Casino games in which the players play against each other;

  • Betting on events during a sports game or on the result of a sports game;

  • Betting on results of horse racing and horseracing events.

Applying for a remote gaming license is a costly and lengthy process that requires several components to be supplied with the application. Below are the requirements in a nutshell.

 

Application

Applying for a remote gaming license consists of several modules.

 

A. General information

In Module A, general information must be provided about the legal form, address and contact details and which categories of games of chance will be offered. Think of a copy of the Chamber of Commerce and an internal organization chart.

 

B. Reliability

This module tests the reliability of the applicant. It is similar to a BIBOB investigation. Group structures, business partnerships and criminal and administrative antecedents are investigated. VOGs must be provided for all relevant persons such as directors, ultimate interested parties and fellow policymakers. An important part of this is the Networking drawing

 

C. AML & Matchfixing

This module assesses how the applicant complies with their Wwft obligations. This requires the submission of a Wwft and Matchfixing Policy that describes, for example, how client screening is conducted, unusual transactions are reported and mitigating measures are in place to control matchfixing.

D. Sanction legislation

This module assesses how the applicant complies with its obligations under Sanctions legislation. This is done through the provision of a statement.

E. Financial Stability

An important part of the application is that the applicant is sufficiently financially stable. This includes testing how the Players' assets remain guaranteed and how the company has a certain degree of continuity. Documents provided in this module include: Player Assets Form, Continuity Form, Auditor's Report and a security of €50,000 is provided.

 

F. Consumerprotection

Various policy documents must be submitted in this module, including the Advertising Policy and the Addiction Prevention Policy. An Addiction Prevention Representative must also be appointed by the applicant.

 

G. Business Processes

This module will look at business processes of the applicant. For example, the outsourcing policy, integrity policy, payment policy and internal supervision structure will be looked at.

 

H. Digital Communication

A key requirement of the application is connection to the Central Register of Exclusion from Gaming (CRUKS). The register is maintained by the Gaming Authority and the applicant's environment must be connected to it. This is tested in advance and confirmed in a release advice from the Gaming Authority. Another important component is access to the control database (CDB) by the Games Authority to obtain access to all information. For this, information must be provided through the CDB Questionnaire.

 

I. Gaming System

Finally, the entire technical part must be inspected by a designated inspection authority. Thus, the Game System, the Control Database and the Information Security System are inspected. The reports and a summary thereof are delivered to the Gaming Authority.

 

Costs

The minimum cost for an application is

€48,000, which are paid to the Gaming Authority for processing the application. In addition, financial security in the amount of €50,000 must be provided to the Games of Chance Authority.
